I watched The Lost Honor of Katharina Blum (1975) a few days ago. Good movie. Some antagonistic characters in there.
{Spoiler} The police chief in TLHOKB was arrogant and self-assured, and his best evidence against Katharina Blum was sexist drivel.
Next, a female cop in the unit.
She frustrated me because she would often put her hands on Katharina Blum. She touched her in ways that made it seem like was her role as the female cop in the room with a female suspect. It's sexist drivel in a different manner of speaking.
Next, the lead reporter who lied, cheated, and inappropriately accosted Katharina Blum's mother on her hospital death bed.
Also Clifford from Clifford (1994).

Jar Jar Binks, Kid Anakin (in fact, most kid characters in movies), Michelle from the MCU Spider-Man films, Tony Stark...and many more.

Sarah Silverman is most anything. She always plays an annoying character type, for me. I always assumed it’s the closest to her actual personality. But like, her character in School of Rock and her character in Way of the Gun both got my hackles up.

The guard in The Green Mile who steps on Mr Jingles. Easily one of the most hated movie characters. More even than Wild Bill the child murderer.

Carter Burke: Aliens | I Hated him as a kid because of his false sincerity and cloyingly soothing and reassuring voice. But the truth is, I grew up to be Carter Burke. Oh, the horror of it. Willie Scott: Indiana Jones and the Temple of Doom | I know she is a popular choice, but there's a reason for it. She's like nails on a chalkboard (and not just the screams). She brings this film down in my Indy ratings every single time. Darcy Lewis: Thor and Thor The Dark World | This character was initially like the slight hint of noxious flatulence in an otherwise comfortable and aesthetically pleasing home. People love to complain about how Disney+ is giving them cancer and whatnot, but if not for WandaVision, I'd still be waiting for Darcy to get hit by a bus. Now she's kind of awesome, but I can't forget her men's hipster hat beginings. Lex Luthor: Batman v Superman: Dawn of Justice | OMG. Jesse is a great actor, but this was akin to casting Carrot Top as Vito Corleone in The Godfather. Caledon Hockley: Titanic | If you're not motivated to punch him in the face - real hard, on the strength of his name alone, well, than I am sad to report that you are not completely human. Vice-Admiral Amilyn Holdo: The Last Jedi | It's not the performance - which is good. It's the fashion show Vice Admiralness of it all. Why is she dressed that way? it's a war, not NY fashion week. Honorable mention to almost any child actor who has to scream, cry, or have multiple epileptic seizures throughout a film (except for that kid in Wes Craven's New Nightmare. He was gold). Also, Jar Jar Binks, my apologies, Mr. Best.

Shortround was indeed annoying in the card game scene. That came down to the direction and staging of the scene more than the character or actor. Shortround's sincerity and always-on enthusiasm save him from getting a higher annoyance rating. Ke Huy Quan was also exceptionally good at handling the emotional beats of his character - especially considering how young and inexperienced he was at the time. Quan's performance is more cartoonish than annoying to me. In contrast, Willie, trading too heavily on the fish-out-water trope and cringe sexual tension with Indy, is primarily a poorly drawn and annoying character. To each his own for sure, but Shortround is usually a motivating factor for me to undergo a rewatch of the film. Willie and the film's loosely veiled (though probably unintentional) white savior narrative are usually elements in the con's column. Darcy was one-dimensional comic relief that didn't add much to the early Thor films for me. She seemed to be the humorous and horny aspect of Jane's personality that was removed and turned into another person for some reason.

Cant remember right now from the top of my head but there probably have been instances. Ill just go with show characters then. Didnt rile me up but I really disliked Joffrey and Ramsay Bolton
