One of my favourite ever jokes/gags in a movie is Frank Drebin trying to kick the door in but his foot goes through the door and his leg is stuck.
Also the chalk outline floating on the water.

The thing about Leslie Nielsen is that he always got cast as serious authority types (with rare exceptions like NIGHT TRAIN TO PARIS) but when he did comedy, that personality became hilarious. Once he went into comedy full blast and started to act more and more goofy, the jokes fell flat. He was much better when he was not in on the joke--like the original Police Squad episodes.
"Is this some kind of bust?"
"Yes, it's very impressive."
