Spider-Man 2 has one of the best “flat arc” (where the protagonist doesn’t change but has his values tested) stories I’ve ever seen. Captain America is another outstanding flat arc character across his entire MCU run.
I also love the positive change arc of Tony Stark. He goes from being an irresponsible loner to a team player/hero over his first few movies. And then they very cleverly shift it into him obsessing over his fear of an invasion and misguided attempts to prevent it before facing it, losing, moving on and then ultimately sacrificing himself to save the universe. The character is in nine movies but he never feels stagnant. Really well done.

Though overall he does have some movies where he’s pretty stagnant (the first two Avengers movies where they clearly have no clue how to use him). But I like how low he gets in the last two Avengers in really dealing with grief, failure and anxiety. Problem is they undercut it with just a little too much humor. I am excited to see what they do with him next though.

Iron Man and Captain America are my contenders. They're a tandem, though. Over the course of the films, the two kind of swapped roles. Captain America was the obedient, due diligence soldier who follows authority and Iron Man was a private citizen all to himself. Fear and distrust swapped them out. Iron Man became the authoritarian willing the play ball while Captain America went rogue to the beat of his own drum.
In wrestling, they'd call it a heel/face turn, where the two characters swap roles mid-match.
Thor had a great arc too. Collapsing under the weight of his expectations, rising to the level of his greatness, then failing to kill Thanos. Thor failed to kill Thanos at his best and cannot accept that Thanos is the hero of his own story. The hero of his own story who beat him. I think he drank himself fat and stupid because he failed while at his very best.
Nebula's had a good arc too. I think her affection for Gamora is the last of her humanity trying to rebuild.
Black Widow
Depending what Wanda does next, I suspect she's on her way.

I am excited to see what they do with him next though. I actually didnt mind Thor the way he was. An entitled, arrogant hero at first. Not too different from Tony. He had some good story beats in the first two films. Duty, familial and romantic relationships etc
