Indeed.
That said, there isn't a logical reason I can think of for why a completely different individual, who is not James Bond, couldn't hold the 007 position. Outside of the fact that it's bound to piss a lot people off that is…

A film starring a female 00agent would be cool.

Oh I forgot all these existed.
Anna, Lucy, Kate, Jolt, Ava, The Protege, Vanquish, Atomic Blonde and Gunpowder Milkshake
Why is this still a conversation?

You left out, The Doorman, Salt, Hannah, Sentinelle, Black Widow, The Courier, Army of One, Ballistic: Ecks vs. Sever, Charlie's Angels x 3 movies, Tomb Raider x 3 movies, The Old Guard, Peppermint, Sweet Girl, etc., etc., etc.

Mainly because none of those franchises has created a character as notable and enduring as 007, these days, it's easier to hijack an existing property's popularity instead of doing the work from scratch.

Exactly. These days you might even say it’s downright impossible to create an iconic character like 007 from scratch because so much of modern entertainment relies so heavily on established IPs.

“James Bond can be of any color, but he is male,”
James Bond does not need to be a white male because they don't matter right?
So Charlie Chan can be Austrian And Apollo Creed can be Greek

And it doesn't have to be that way. It's possible to create enduring and iconic characters in today's landscape, but you'd have to invest in your talent and take the time to grow the property. Most IPs today are built around novel gimmicks that are designed to be almost disposable.

Most IPs today are built around novel gimmicks that are designed to be almost disposable. This is true. And I agree completely. Although, if we are talking specifically about the spy genre, you can never have another character as iconic as 007. The genre was a novelty in the 1960s, because it was brand new and very relevant in its time period. I think Bond is actually an interesting example of how an IP’s iconic status can sustain a franchise even when it’s genre is somewhat dated.
